Government connectivity is judged on what happens in the third year: escalation paths, maintenance planning, change control and clear service communication.
Terrestrial and satellite are complements
Fibre where it can reach economically; satellite and advanced connectivity where terrain, dispersion or timelines make terrestrial delivery impractical. The design question is which layer carries which obligation.

2022
IRAQ-IXP launched as a neutral Iraqi internet exchange
Iraq’s Communications and Media Commission reported the launch of the neutral IRAQ-IXP initiative in 2022, describing its objective as improving technical solutions and strengthening Iraq’s role as a regional capacity hub.
